To be honest the whole voting system should be reformed. If there are two countries that have a large enough common goal they can veto everything until they get what they want. In this case hungary got back a part of the money the eu suspended. And i can assure you the money didnt go to schools and hospitals but the pockets of the Orbán and the gang.
