If you use real people instead of characters they might die at inconvenient times. If everything is scripted it’s a lot easier to control the zeitgeist.
As if it isn’t already easy to control the zeitgeist.
If you use characters instead of people then you introduce more moving parts into the system, overcomplicating it and actually making it more prone to failure. Remember K.I.S.S.
