If you want an institution that keeps the peace, protects citizens, and is accountable for use of force, then you’ll have to create one whole-cloth. Because the police are not that institution and they never were intended to be.

Part of the problem is that most policing is a state and local affair, so very little is going to be written at the federal level.

No. It’s going to require effort similar to desegregation to achieve anything meaningful. Cops act like a gang and will actively fight meaningful reform.
