It is an old fashioned bike that clearly isn't ridable, it is there to draw attention to the store. It is resting against a section of wall that is covered in fake green leaves (that look realistic from a distance).

This intersection also has large white painted crosswalks and a few people walking across the street. It is also a slow street, so you can see people walking in the middle of the street further down in the photo and no moving traffic on the street.
