There's a lot of small foundries who have the capacity to build custom silicon in small batches but where paying the (rumoured) million-dollar ARM tax renders their work unviable. Having free and open ISA (with several free and open implementations) available is a game changer and could do to ARM in custom kit space what ARM did to Intel in portable space.
