"While the admin has made some important general findings in this report, incl. the finding that it's reasonable to conclude that Israel has violated INTL law in the use of American weapons, they fall far short of making difficult determinations in specific cases. The purpose of the report was to really require a more in depth investigation. And if you look at the reports that have been put out by credible INTL NGOs,.. you find a big gap...

-in the admin's report when it comes to actually looking at specific cases of use. While the admin reaches this general conclusion, it fails to do the hard work of making an assessment, and ducks the ultimate questions that the report was designed to determine with respect to compliance with INTL law and using US military assistance in compliance with INTL law. Given the resources of the federal govt, we'd have expected them to review many more individual cases of weapons use than I believe-

In other words, it was not intended to simply look at what's happening today and conclude whether or not the Netanyahu government was complying with the requirements to facilitate the delivery of humanitarian assistance. -They entirely ducked the question of the conduct of the Netanyahu govt with respect to humanitarian aid up to this point. The part of the report that was also supposed to look at whether or not the use of American weapons by the Netanyahu govt was consistent with US best practices is woefully inadequate. I do believe that the NSM 20 has provided a useful accountability structure by all accounts. You know, the Biden admin has told us they have used it to successfully move the Govt of Israel-
