While the admin reaches this general conclusion, it fails to do the hard work of making an assessment, and ducks the ultimate questions that the report was designed to determine with respect to compliance with INTL law and using US military assistance in compliance with INTL law. Given the resources of the federal govt, we'd have expected them to review many more individual cases of weapons use than I believe-

-They entirely ducked the question of the conduct of the Netanyahu govt with respect to humanitarian aid up to this point. The part of the report that was also supposed to look at whether or not the use of American weapons by the Netanyahu govt was consistent with US best practices is woefully inadequate. I do believe that the NSM 20 has provided a useful accountability structure by all accounts. You know, the Biden admin has told us they have used it to successfully move the Govt of Israel-
