I think it all depends on what exactly you want to do.

I do lost wax casting where I make bronze, silver, and gold jewelry. I'm pretty hardcore with it so I've spent probably 5k or more on my setup.

But have you thought about learning wire jewelry making to start? It's not terribly hard nor expensive but it can get hard and intricate the better you get at it.

I’m not a jeweler, even amateur, but I’ve made a few pairs of earrings with some googly eyes glued to earring posts I got from Amazon. That took almost no skill, supplies, or time.
