@krzyzanowskim this got me yesterday. The Xcode 15 GM seemingly has the same hash as RC1.. but tries to download release candidate platform runtimes from URLs which no longer exist (the URLs contained “release-candidate-1” or whatever). I saw it in Proxyman but didn't keep a screenshot. Downloading the actual 15.0.0 fix it for me.

Install from command line:

xcrun simctl runtime add ~/Downloads/iOS_17_Simulator_Runtime.dmg

(I had to manually delete all iOS 17 runtimes from Settings → Platforms first)
