OC These little pipe connector things attached to my house

Pretty much what the title says. In the process of buying this house and had some contractors come over to install new pillars for the front stares (old ones where starting to rot). After they left I went to look at their work and noticed these little pipe things attached to the side of the house. I also found them on the completely opposite side of the house next to the garage door.

These are for foundation repair. When your foundation has big cracks, they seal it from the outside with the gray gunk and then inject this hydraulic epoxy stuff to fill the cracks so that it is once again water-proof. They seal the pipes and leave them in so the epoxy doesn't escape. We have some of them in our basement as well.

Edit: Actually, I think the gray gunk seals it and the epoxy inside takes up all the space and hardens between the foundation segments so they won't settle and move in the future.
