I will not run the VPN servers by myself I would just pay for a premium VPN account of 100USD and resell it to idk maybe 20 persons for 50 cents per month with guarantee, if you lose access to the account then I provide you another account with at least the remaining loss time.

Billionaires are not stupid people like some people like to pretend they are, there are some of them who have tons of money for a reason and it it’s not dumbness exactly. Yeah they like to evade taxes and do shady shit too but definitely not as dumb as working 9-5 for more than a half of your life yo know.
I believe you wouldn’t find anything cheaper than an Orange Pi setup, but maybe I’m worng.
Edit: if you don’t have any problem about having to swap microSDs from time to time I suggest you to go for a Orange Pi Zero 3 with 4GB ram, but if you don’t want to mess around with the microSDs thing, Orange Pi 3 LTS have a 8GB eMMC or you can grab a Orange Pi 3B with the eMMC module in a bundle at AliExpress.
Docker it’s a software which allows you to run containers(apps) into a server(or desktop) WO too much hassle and compatibility issues, docker containers comes with everything needed to run the program independent of which distro you are using, you just need the docker image be available for your architecture and you will be able to run the container on any software/hardware you have.
In Armbian+orange pi you just need to install docker(I suggest you to use docker.io package over debían derivates like Armbian), restart your server and then run the “docker run” command:
Sudo apt install docker.io
Sudo restart -f
And then run the docker command and it will download, install and run the container into your server(make sure you use the appropriate flags into it).
