Got the motherboard today and immediately upon opening, I noticed that the CMOS battery was not in its slot but just kind of next to it loose on top of the board. The slot seems fine, it seems to fit securely in there. No scratches on the board either....
I would personally return it just because I wouldn’t want to deal with the loose connection possibly losing my bios settings. That dinky like 3.7v battery will only harm itself, and maybe melt a small corner of the connector. It won’t do any damage to the board itself. But if you keep it you need to make sure you bend the holding tabs into place to make sure it’s getting a secure connection, but not bridging the two sides of the battery together.

Imagine if the gasoline companies one day announced that they will be changing gas so only cars bought in the last 5 years or so could refuel.
They’ve already effectively did this, and by they I mean the US government mandated it. 5% ethanol has been mandated since 2006, and 10% since 2012. If your car is too old (lots of 90s cars) you’ll have to find a gas station that has ethanol free fuel.

Try fully disconnecting the power from the wall, and remove the bios battery for a while and then try booting again. Sometimes cmos reset buttons don’t fully work. Assuming it does boot make sure you go into the bios and fix the ram settings. Ryzen 5000 series isn’t as picky about ram as older ryzen systems, but you do want to make sure the ram speed and timings are correct because the default is rarely correct.

I’d kill for a single CCD 16 core x3d part. The 7950x3d is tempting with it’s 3d CCD and high clock speed CCD, but since not every game/program knows how to use it properly you end up with hit or miss performance.
1% and 0.1% lows will almost always be CPU bound as it loads more in. Well assuming it’s not vram limiting you. Games are pretty CPU intensive these days since the PS5 and Xbox no longer have potato CPUs. At 120+ fps I regularly see >50% CPU usage in most games. And that’s with nothing running in the background. In the real world you have a ton of background tasks, YouTube videos, discord etc eating your CPU.
Also the 4090 is an absolute beast. My 5800X3D absolutely holds my 4090 back pretty often honestly.
The 68k to PPC transition was rough though. It wasn’t until system 8 that Mac OS on a PPC mac was fully PPC code. But that was also a much different Apple that’s nothing like the Apple of today.
S0 standby is borderline unusable on many PCs. On Apple silicon macs it’s damn near flawless.
My current laptop is probably the last machine to support S3 standby and I do not look forward to replacing it and being forced back into a laptop that overheats and crashes in my backpack in less than 15 minutes. On my basic T14 it works ok for the most part, but my full fat Thinkpad P1 with an i9 is in S0 standby for longer than a few minutes, and sometimes uses more power than when it was fully on. Maybe Meteor lake with it’s LP E cores will fix this but I doubt it.

bifurcation Is the keyword you’ll want to be looking for. And before you look into it any further make sure your motherboard even supports it on that slot. Bifurcation has existed since like pcie2 or something, but just like rebar hasn’t supported on consumer platforms until pretty recently.
That said I can’t actually help you because I don’t know of anything to do this. I can only imagine it doesn’t exist because there’s not enough space on one M.2 slot to fit two M.2 ssds. Traces take up space, connectors take up space, and you’d have to somehow double stack SSDs on top of each other and they already get too hot for their own good.
