They seem to have four people working on poles, two more prepping/measuring, one person providing assistance between groups and one other person providing traffic safety and moving the generator.
Certainly on person could install these poles but it wouldn’t be as safe and not nearly as quick.
I’m assuming these people aren’t official DoT workers, but a collective of citizens clandestinely installing cycling safety infrastructure. Could be wrong, just my immediate assumption.
It could if a god-like super hero lands on it and uses his feet to control the thing like a surfboard. Unfortunately we don’t have any real world examples to compare.

Those would be shit to walk on. I would be stepping in-between the tiles every second step, so I would just not walk on them. Kind of like trying to walk on rail sleepers.
I’m sure there are some very good reasons why these weren’t done in the first place but it still confuses me a bit, since it’s literally just connecting the dots.
