The main question here is going to be: are county elections officials required by law to set up a process whereby they seek out and investigate voters to determine if they have had a change of address or died, or are they only obligated to remove voters if they receive notification of such by some means?

Conservatives will argue the obligation is for proactive investigation. I would argue that it's a passive obligation only.
