How big of an issue could this really be?
In the EU, the authorities are completely blocked without a legally sound paper chain that backs their claims.
In Russia? What stops them from just inventing a number saying "this is how much you owe"? It would fuck some people over and be wide open to corruption and nothing substantial would change.
