It’s more complicated than that. Ukraine is building defense lines in at least (!) three layers. First two are built in 0-10 km zone from the front line and they’re built mostly by the military engineers. The third line can be built as far as 50 km from the front line and by civilian contractors merely under military supervision, which is likely what we’re seeing on this photo.
