No... they were starting to bite when people couldn't afford to heat their homes, or heat food, or even buy food.

Very true, around where I live the council had to set up warm spaces over winter which is just awful (great we had them, but awful that we had to have them).

It does seem that even though the cost of living crisis is publicised in a lot of places, not much is actually been done to try and ease the situation for everyday normal people.

Right? And although there has been help with energy bills and cost of living payments etc, aside from a being a bit like a drop in the ocean - there are so many people who have fallen through the cracks. My neighbour for example, has a house and a little shop. The shop has been closed since 2019. Because the shop gets it's electricity from the house supply, the supply is a commercial rather than residential supply. So she did not get any help. Because her husband passed away in April 2022 - which was after the eligibility period that the Government were using for cost of living payments last year, she was not entitled to help. She was a 70 year old pensioner.

Horrendous, sometimes local council members can be a good contact in situations like those. Depends on whether you have good representatives of course!
