no. they don't. there are too many phd programs. Graduate studies outside of applied fields is a ponzi scheme.

all a phd program is cheap labor for universities. which is precisely why they want to expand them, so they don't have to hire faculty.

there should be far less phd programs in academia period.

Hard to believe they want to shut down the program. A few years ago I did a summer research program with the WVU math department and it was a really great experience.
