I found this article pretty confusing. It reads like the US granted a license to Trinidad to extract gas in Venezuelan waters.

They did. The headline using “despite” is somewhat confusing and makes it sound like the sanctions were simply ignored. TT advocated with US leaders and petitioned for a waiver, which was granted.

It is an opinion piece against the sanctions, because they make everything slow even with the license and any access can be modified at the whims of the US.
