It’s a type of 1337 speak you used to be able to do in World of Warcraft to talk to the other faction.

At first, they scrambled letters only, which gave the famous lol —> kek conversion

But the symbols and numbers went through unchanged, so you could make a message, though it was a pain to type and read.
