I'd just like to interject for a moment. What you're refering to as Mastodon, is in fact, the Fediverse. Mastodon is not a network unto itself, but rather another free component of a fully functioning social network made useful by the ActivityPub protocol, shell utilities and vital system components comprising a full network as defined by the spec.

Many Mastodon users run an implementation of the ActivityPub spec every day, without realizing it. Through a peculiar turn of events, the part of the Fediverse which is widely used today is often called Mastodon, and many of its users are not aware that it is part of the Fediverse, developed by the W3C.

There really is a Mastodon, and these people are using it, but it is just a part of the network they use. Mastodon is the implementation: the program in the network that creates a frontend and backend to the Fediverse. The server is an essential part of a federated network, but useless by itself; it can only function in the context of a complete network. Mastodon is normally used in combination with the federated network known as the Fediverse: the whole system is basically ActivityPub with the implementation added, or the Fediverse. All the so-called Mastodon instances are really instances of the Fediverse!
