Level 40 is required to get credit for completing the World Tier 3 Capstone Dungeon and that Level 60 is required to get credit for completing the World Tier 4 Capstone Dungeon.
There are a couple of good changes like mobs running away less and nightmare dungeon loot but most of the other stuff doesn't look good.
