Of course not. We have seen police repeatedly arrest peaceful protestors, while pinning the violent crimes of the actual perpetrators, while actual perps get off with no actual consequences.

UCLA is a public university, and the grounds are open to the public. Obviously, throwing things and swinging weapons is illegal there, but I wanted to answer the first part of your question.
In North Korea, the security forces have no legal obligation to actually stop crime or protect citizens, even if the incident is happening right in front of them while on duty. They are more concerned with enforcing party principles, protecting oligarchs, and the status quo.

I love that the kid came in a mask, obviously thinking that concealing his face was a good idea, then took it off while still in the area with all kinds of cameras going, then his mom bragged on Facebook he was doing the assaulting. Just a wonderful confluence of stupidity.
