An almost silent weapon that is very likely more accurate and has a higher firing rate than handguns and is able to penetrate most armor is a pretty powerful weapon against an enemy that uses artillery, as long as the archers actually know effective tactics for that scenario (i.e. less massed archers, more small teams and hit-and-run operations).
