The Adam Curtis series The Trap exposed some of the problems with governments setting targets for the public service;
Take a target like reducing the number of people on a benefit. You can do that by helping people who receive them to find secure, fulltime work.
OR
You can do it by arbitrarily kicking people off benefits, and making them really hard to get onto when they're needed.
