I am loathe to say it but the approach they describe sounds like it would solve the problem that is still baked into Mastodon: specific users seeing massive abuse attacks from the moment they join.
As @mekkaokereke (I apologize if a mention is bad, Mekka; I'll delete it in a heartbeat if you tell me) said: Mastodon is the Nazi bar. There's nothing in my power to change that and @Gargron hasn't moved on it that I'm aware of.
