Fan noise measurement is standardized. I think you are misunderstanding dB rating. It is not sound pressure level which is measured in this case, but emitted power. Emitted power doesn't scale with distance. Weighing is usually following the A curve.
There are other scales like sone, but you only write about dB, so I leave it like this.
