The list includes Suleymanov, who was in close communication with Cuellar on policy matters while the congressman was allegedly receiving bribes from the nation’s oil company, SOCAR. (Two of Cuellar’s longtime Texas political allies have already pleaded guilty; no one else has been charged.)
