It's one thing for an individual to be able to live car-free. It's another thing for an entire municipality to exist without cars. There are actually four necessary conditions:

• Car-free existence within the municipality
• Residents can function car-free outside the municipality
• Critical mass of car-free individuals
• Car-free community structure

@capntransit This has relevance to my spouse and mine's desire to go to Planting Fields Arboretum on LI which is a NYS Park. Nearest train station is a Oyster Bay. The most independent way to get there is to walk. Only 1.5 miles, but there aren't any sidewalks and website doesn't suggest a shuttle or taxi. Will be calling them. They are legally discriminating against people who do not own cars, but illegally discriminating against disabled people who cannot drive.
