The units are consistent - but their order when writing them certainly isn't. DMY, YMD, MDY, separated by slashes, dashes and/or dots and all defended with religious zeal by the people using them.
my guess is clocks were so expensive initially done at town levels initially were it was not worth making anything different and of course once computer networking was a thing an agreed upon standard was necessary.
