None of the Hugo’s unexplained exclusions make sense. (Aside from for political reasons due to the draconian government of 2023’s host country, of course.)
The fact they waited the maximum allowable period (90 days) before releasing stats, when normally they’d be released within a few days, speaks volumes. As do the evasive default non-answers to legitimate questions about the supposed ineligibilities.
It’s all a huge fail and a massive blow to the awards’ integrity at this point.

Camestros Felaptron is making a reasonably good case that it's more likely to be cock-up than conspiracy; a very inexperienced team running a complicated event with intricate data. And then they have doubled down by not providing any transparency to try and avoid blame - and making it worse as a result.
(That's not excluding any other explanations, of course! There may well be external factors.)
@Scurra The deliberate bumbling of Boris Johnson had many people fooled about what a calculating, evil sack of shit he was. I suspect the "oh, it's all too complicated for us newbies" excuse is hiding malicious intent.
