try editing the GDS and cutting 30 or 40 wires
30 or 40 wires is enough to add a DSP tile to your FPGA fabric
add them directly in the GDS with a layout editor
you will certainly not regret cutting 30 or 40 wires in the logic tile to add a DSP block outside of the fabric area on the floorplan
