That's correct. The fastest way to get into the swarm is irc announcements, faster than going on the site or RSS. For most places, it is best to do 10 minute RSS intervals so you don't get banned.
Really only applies to private trackers though, I can think of any publics that even have irc.
So i have a low end rufurbished office pc with windows 10, 8 gb of ram, 64 bit, a descent amount of storage (not really though) and an nividia 1030 grahics card but its pretty oudated and most pcs are way too pricey today....
A fellow mod informed me that about it as I was laying in bed. Reddit sent a message to the mod team and after 1 hour demoded me. I didn't even had time to see it, never-mind respond to it....
