Doesn't mean they can't try, and restrict your personal freedom in the process. If people are using VPN to commit a crime, the solution is to try and ban the use of VPN.

lemmy.world/api/v3/user/login return 404 when you try to log in, maybe they disabled login atm.

For me login fails because lemmy.world/api/v3/user/login returns 404, it doesn’t seem like a cache problem on my end.
