I've been seeing one of these 'Confirm Device Password' prompts on all of my devices, and my family’s, since that botched HomeKit upgrade last year 👀 It keeps coming back every few days (alongside 'error adding X to Home’ prompts). I'm afraid that ignoring it is going to leave iCloud sync in a broken state, but no update since has fixed the issue

1. I was really busy and didn’t see it.
2. It’s not something I can comment on (almost always because you asked me what my employer’s future plans are).

Passkeys will be importable and exportable, cross-device, and across passkey managers. They aren’t at this time, but they will be. It’s something that’s being defined and designed.
