To my understanding it's christian from the USA that started all this. How U.S. Evangelicals Helped Homophobia Flourish in Africa

So maybe the solution would be to remove those influences?

It's mainly one man, a homophobic extremist pastor, yes. Scott Lively: https://qz.com/africa/592638/a-us-pastor-sued-by-ugandan-lgbt-activists-says-he-faces-a-powerful-international-gay-network. Lively has been charged with crimes against humanity. His influence is not just in Uganda.

The excellent documentary, God Loves Uganda, unpacks a lot.

It's too late to remove any influences from over a decade ago. It's evident from Uganda's "Kill The Gays" Act that they have ingrained their hate in society and government, and feel no immediate compulsion for repentance.
