Is there any particular set of rules of what can and cannot be a magazine?

I'm definitely not one to moderate subreddits but I'm trying to be active here and also try to add communities. I was considering making a magazine that is more like a personal art gallery.

I know back on Reddit, comic creators like Pizzacat comics had their own sub for themselves to post her own content, so that's what I'm talking about. Is this something that can be done or is it generally frowned upon for now?

Unless your encouraging users to harass other users, you can add any rule you want. It might be hard to do that idea you mentioned since you can't prevent users from posting content, even if it's a part of your rules.
