This can have an equivalent impact, however. If Germany needs to retain N tanks, and that is a bound on them moving tanks to Ukraine, they can send 25 tanks that they already had wherever.

Swiss law does not allow the delivery of Swiss weapons to combat zones, even when supplied by an intermediary country, due to its long-standing neutrality policy.

Still, the tanks will replace German tanks which have already been sent to Ukraine.
That way, Swiss stays neutral and Ukraine got tanks.
