No audio but may be the HDMI adapter I am using... in any case it does power on and I can get into BASIC and the Parsec cart works. I am legit giggling with happiness.
@artlung@emily OMFG, congratulations! I would love to score a working TI 99/4A, I learned only just this week they’re still around thanks to @mike. I also only yesterday found out that my wife learned BASIC as a kid and this would be such a fantastic family project for us.
