It's fine if the "spinner" controls of a number input are an affordance only for pointer users, everyone can still enter digits into them.
My recollection is all the accessibility issues listed in the GDS article have since been addressed. All the Voice Control tests listed on a11ysupport are older than the GDS article so they might have also been corrected.
