From "Settings" you can choose whether to use macOS native notifications for remote notifications or to use app notifications. When you use native notifications, you can trigger remote actions by choosing the "Actions" item from the "Options" menu: in this case, an app-managed notification is displayed since native notifications do not offer the functionality needed to best interact with the remote notification.
