Does federation happen automatically when someone first searches for a community on another instance, or does it have to be done manually by the instance owner?
What does it mean if an instance is neither linked on blocked (i.e. does not appear at all on the <instance_site>/instances page)? Is it effectively blocked, or has it just not been added through a method in the above question?
A server owner can choose to start their instance with an allow list or a deny list, but by default it is open to federation. Federation occurs automatically when a user from that instance subscribes to another instance.
