I mean sure but the toddler in question was a 2 year old. I just have my doubts a child that can barely string a few words together at this time can call emergency services. Like seems you can possibly teach them as young as 3 years old but I would imagine its more likely to be taught at the age of 4 or 5. This is just a very sad circumstance.
