OsrsNeedsF2P, The mulch had asbestos because it was made from recycled material, and someone had improperly disposed of asbestos by sending it to a recycling plant.
Hopefully they find whoever did that and make a great example of them.

They didn’t make an example of the cunts who literally made and sold the damn asbestos, even after finding out it was a health risk.
There’s no way they’re going to bother chasing some illegal dumper, let alone make an example out of them.
