A city in Kentucky passed a ban on selling puppies directly out of pet stores. FYI, this is how 99% of puppy mill puppies are sold.

In the video, the spokeswoman for the pet store apparently said something along the lines that they don't want to sell fixed dogs because they don't want to restrict owner's rights to breed their animals.
