Something is very borked somehwere with my motherboard or computer's config. Resuming from suspend doesn't work 3: I suspect it's related to VFIO/GPU passthrough but not really sure. Oh well.

Wasn't a system critical box, just a GitHub Action runner. chrooted into the install with the NixOS LiveCD and reapplied the correct system configuration, bob's your uncle.
