I was under the impression that the floor/diffuser throws up as much, or more, water than the tires, so while reducing spray from the wheels would certainly help there would still be a small tsunami behind the cars on a very wet track, no?
I imagine it would 've taken quite a bit of testing, trial and error, before they felt confident enough to demonstrate their findings in front of their fellow scientists. My vote is for ten o’clock in the evening.

A couple of years ago I interviewed a guy living in SF who wanted to come over to Norway, to work as a software developer. I asked him why he wanted to make the move and he went on about how he had to get outta there, how he had lost all faith in the country and did not see a good future for himself if he stayed.
At the time I thought to myself that he was being a bit dramatic, but the more I read about how the US is treating its people these days the more I think understand what he was on about.

I suppose Max could’ve been lying, or the team lied to him, or the Race Just made the entire thing up.
If I had to guess I’d say it wasn’t the impact with the bollard itself that caused the damage, but you seem to be well versed in these things so I’ll trust your judgement.

No no, you have to choose; tires for one type of weather but for every season, or tires for one specific season but all types of weather. /s
IMO there’s no such thing as all season tires (unless you live in a place where seasons don’t affect driving conditions much), only slightly-terrible-all-year tires.
