How does the halting state problem deal with "waiting for input"? Does that count as halted?

Come to think of it, I don't know how CPUs wait for interrupts - if it's just looping NOOP then I guess that's not halted.

Thinking about how people categorise scary things like volcanic eruptions and impact events as happening "once every X years on average" and then acting like they are safe for now, or that an event is overdue.

It can make a littttttle sense for some volcanic things given there are cumulative phenomenon that can lead to the event, gradually increasing the probability over time. But for the most part it's so wrong and said by people who should know better.
