It didn't change the repo. F-droid has always slower updates, because they're compiling every app themselves. Izzy is release directly from app developer, so it's newer. I'd stick to F-droid, so app dev can't push anything malicious in the official app build.
I doubt this instance is being used by enough people to get trolls using it. It's just because of the registration policy, which is open as opposed to the rest of the instances.
They just are too lazy to moderate it. Nothing to do with actual illegal content or imaginary trolls.
Decisions like this only hurt Fediverse as general. They become like Reddit where wrong opinion can get you banned, which is main reason for Reddit being shit. If they continue to blacklist instances just because they're not locked down for the sake of someone not saying N-word, they will eventually become just normal forums (and probably dead).
Safe spaces don't even exist in real life and people should just stop trying to censor everyone. They're too sensitive for everything and should finally learn to ignore all insults, etc.

I don't think there is any self-hosted server that has a good playlist generation and is fully local, because it would need someone to classify the music in order to work. You can try to connect it to last.fm. I think Jellyfin has the addon for it.
