Definitely! I'd go further and say that in an ideal fediverse, users can view and interact with it free of hate speech, spam, and harassment. Of course, this isn't actually achievable, but we're talking about an ideal version that developers and instance owners should work towards.
I think this would involve the following:
good tools for users to block and report arbingers of hate speech, spam, and harassment;
good tools for community moderators to remove such content in those spaces;
good moderation by instance admins so that such content is removed as quickly as possible;
defederation from instances who don't care about moderating such content.
