At the time, the Senate passed Senator Exon and Coats' Communications Decency Act. This was freestanding but then got absorbed into the Telecommunications Act of 1995. 2/

The House then passed the Cox/Wyden Internet Freedom and Family Empowerment Act as an Amendment to the Telecom Act. 3/

Both houses of Congress passed their Telecom Act, but with different text. The House/Senate conference committee was told to choose between the CDA and the Cox/Wyden amendment. The committee punted, and adopted both. 4/
